Note: This is most likely done on purpose.
It is possible for anyone to get on to the Developer hotel meant for game developers.
The hotel features a few differences to the main hotel, and some new features. It purpose is to be used to test games that have been developed by a third party.
It's very easy, follow the simple steps below:
Go to https://dev.habbo.com/ and click Register Now!
You will then promptly recieve an email with a link to a registration page.
Then fill in the information on the next page that requests some basic information like a phone number, and address.
After filling in this information you will be brought to the screen below, you can either press the green 'Get Started!' button, or click your account name in the top right.
I suggest hitting your name in the top right to bring you to the screen below, where you can create your sandbox account!
The screen above allows you to create your new character by simple pressing 'Manage Habbo Accounts' on the right, then the large orange button. You can actually give yourself infinite amounts of credits, however, there is no furni to buy currently on the sandbox hotel.
You can then head on over to http://sandbox.habbo.com/ and login using the information provided when creating your character!
